Tech Prep Regional Coordination Project

Scope of Work

 

 

I.          Purposes

 

California's future economy depends on the effectiveness of our state's education system. Our state's employers rely on the education system more than ever to provide graduates who are well prepared for the intellectually demanding jobs of tomorrow. In order to influence and achieve this outcome, it is increasingly evident that the blending of the workforce and education systems is critical to sustaining and advancing California’s economy and quality of life for our citizens. The partnerships between education and business and industry at the state, regional, and local levels are critical to support a workforce that can make the necessary transitions among occupations, industries, and careers through lifelong learning and skill advancement as the state’s economy evolves.

 

Tech Prep programs will continue to refine programs of study that combine a minimum of two years of secondary education with a minimum of two years of postsecondary education, or with an apprenticeship program, in a nonduplicative, sequential course of study that is accountable, integrated, and articulated among the program levels and leads to technical skill proficiency, an industry recognized credential, a certificate, or a degree, in a specific career field; and leads to placement in high skill, high wage, or high demand employment, or to further education. These pathways will be academically rigorous and will provide students with the skills required for postsecondary admission and the technical skills needed for successful careers in the state’s new and highly technical economy.

 

The Tech Prep program delivery system will continue to build upon the momentum, practices, infrastructure, and programs that have already been developed; that is, elements of the school-to-career system; the current Tech Prep local consortia; state funding through the Governor’s Initiative for CTE and Economic Development Pathways; ROCPs (AB 2448); and others.

 

The intent of this project is to support an effective and efficient collaborative regional approach for partnership development, coordination of California’s various education and economic development agencies, and to support a regional approach to implementation and evaluation of quality Tech Prep Program as described in the Act.

 
Please note, that the proposed activities for Region 5, Central Region Tech Prep Coordination Project are listed in bold font, following the relevant text. 


II.         Scope of Services

 

The following tasks are based upon the purposes of the statewide project:

                       

Task 1. Tech Prep Regional Coordination

 

Facilitate and direct the implementation of a coordinated regional work plan designed to provide a forum for regional collaboration, alignment of education and training efforts, and effective utilization of new and existing resources between workforce investment boards, economic development agencies, and each Tech Prep Local Consortia within the region to provide high-quality successful Tech Prep pathway programs.

 

The following activities should be included:

 

(a)     Define and prepare or build on a logical and productive working relationship jointly with all existing regional partners.

The organizational chart will be re-distributed to all partners with a directory of contact information and a meeting schedule for the year.

(b)     Establish and maintain formal ongoing and effective communication and coordination strategies with all regional partners.

Local consortium members will meet monthly and the regional will meet bi-annually.

(c)     Research appropriate labor market information data to ensure Tech Prep pathway alignment and responsiveness to regional economic needs.

Labor market information will be used in the development of all programs of Study.

(d)     Align business and industry partnerships to support the Tech Prep pathway being developed or supported by project funds.

Business and industry partners will continue to be included in the development of each Program of Study in the Tech Prep pathway and representatives will continue to serve on our Stakeholder group.

(e)     Complete or review an existing resource-mapping activity for new and existing resources within the regional partnership applicable to the intent of this project.

The region will work with CTE On-Line to list all industry sectors and programs of study within the region.

(f)      Implement the regional work plan in collaboration with all required partners based on the requirement of this application.

Project Director will meet regularly with consortium members and staff, either in person or via the Chancellor’s Confer Service.

(g)     Develop a sustainability plan for maintaining a regional delivery system and continuation of high-quality Tech Prep programs within the region.

The organizational chart will consist of local tech prep consortium members, regional California Community College Staff for Region 5, ROP and secondary members and other stake holders.

(h)     Participate as a presenter at the annual Educating for Careers Conference, to be held during February 2010 in the Orange County area.

Consortium staff will participate in the planning and organization of the Educating for Careers Conference, in addition will present at the pre-conference and during the breakout sessions.

(i)       Travel Sacramento (or an alternative location) for the project director to attend two project meetings.

The Project Director and Program Tech will attend all scheduled meetings.

 

Task 2. Regional Tech Prep Program

 

Assist local consortia with the development and implementation of regional Tech Prep programs and activities. Regional activities will include assisting local tech prep consortia to:

 

(a)     develop or implement regional articulation agreements between the participants in the consortium;

Each local consortium will develop new articulation agreements based upon local labor market need and college and high school resources.

(b)     develop programs of study that combines a minimum of 2 years of secondary education with a minimum of 2 years of postsecondary education in a nonduplicative, sequential course of study; and or an apprenticeship program of not less than 2 years following secondary education instruction,

All Programs of Study will meet the above requirements.

(c)     include opportunities for tech prep secondary education students to enroll concurrently in secondary education and postsecondary education coursework,

New courses will be available for concurrent enrollment in secondary and postsecondary education coursework.

(d)     use educational technology and distance learning, as appropriate, to involve all the participants in the consortium more fully in the development and operation of the Tech Prep program.

Tech Prep Coordination Project – region B will utilize all technology resources to communicate and distribute resources to the region.

(e)     Regional Tech Prep Collaborative will assist the CDE and COCCC with the development and implementation of state models of programs of study.

Members of the Region 5 Tech Prep Coordination Project will assist California Department of Education (CDE) and California Community College Association for Occupational Education (CCCAOE), as needed in the development and implementation of the state models of programs of study.  This will include proposals to present at the California Community College Association of Occupational Educators (CCCAOE) and Career Pathway conferences and travel by local Tech Prep Consortia members to attend at these events.

 

 

Task 3. Regional Curriculum Development and Review

           

Regional Collaborative will assist in the development or review of curriculum that is applicable to regional delivery that:

 

 

(a)     integrates academic and career and technical education instruction,

(b)     utilizes work-based and worksite learning experiences ;

(c)      provides technical preparation in a career field, including high skill, high wage, or high demand occupations;

(d)     utilizes applied, contextual, and integrated instruction, in a coherent sequence of courses,

(e)      leads to technical skill proficiency, an industry recognized credential, a certificate, or a degree, in a specific career field;‘‘

(f)       leads to placement in high skill or high wage employment, or to further education;

(g)     utilizes career and technical education programs of study, include the development of tech prep programs for secondary education and postsecondary education that meet academic and CTE standards developed by the State;

(h)     links secondary schools and 2-year postsecondary institutions, and if possible and practicable, 4-year institutions of higher education

 

As part of the development of each new Program of Study, curriculum will be developed or reviewed per the requirements listed above.

 

Project funds will pay for secondary and postsecondary teachers to meet together to develop and revise curriculum related to the Programs of Study.

 

Regional Collaborative will work with the Statewide Career pathways project through the Academic Senate for curriculum and articulation templates.

 

Task 4. Professional Development

 

Regional Collaborative will provide regional and local professional development for teachers, faculty, counselors and administrators that support:

 

(a)     effective implementation of tech preprograms;

(b)     joint training in the tech prep consortium;

(c)     meeting the needs, expectations, and methods of business and all aspects of an          industry;

(d)     use of contextual and applied curricula, instruction, and assessment;

(e)     use and application of technology;

(f)      assists in accessing and utilizing information.

 

Local consortium will develop collateral brochures and marketing materials for students that describe Programs of Study and provide labor market information. Opportunities will be provided for high school students to tour community college career technical education programs

 

Task 5. Tech Prep Student Support

 

Assist local consortia to provide information to students regarding tech prep programs and support student progress in completing tech prep programs.      

 

Information will include:

 

(a)     use of graduation and career plans;

(b)     provide information on related employment opportunities;

(c)     ensure that students are placed in appropriate employment or further postsecondary education;

(d)     stay current with the needs, expectations,

(e)     methods of business and all aspects of an industry;

(f)      provide comprehensive career guidance and academic counseling to participating students, including special populations;

(g)     provide equal access, to the full range of technical preparation programs (including pre-apprenticeship programs),to individuals who are members of special populations, including the development of tech prep program services appropriate to the needs of special populations; provide for preparatory services that assist participants in tech prep programs;

(h)     coordinate with activities conducted under title I.

 

By the end of the current school year, the completed Programs of Study in our region will be shared for review by colleges which offer those industry sectors.  For the coming year our goal is to provide support to secondary programs, particularly counselors to increase their awareness of the available Programs of Study. 

 

The materials from CTE On-Line and Academic Senate Marketing Tools will be presented and reviewed at professional development events.

Each local consortium will participate in local professional development activities, and provide funding for events, where possible, in accordance with the above criteria.

 

In some local consortia, college counselors will go to high school sites to work with counselors and students to promote Tech Prep.

 


 

Task 6. Tech Prep Reporting and Accountability

 

Assist local consortia establish and report indicators of performance for each tech prep program for which the consortium receives a grant under this title. (Cal-pass) The indicators of performance shall include the following:

 

(a)     number of secondary education tech prep students and postsecondary education tech prep students served;

(b)     number and percent of secondary education tech prep students enrolled in the tech prep program who—

                        (i) enroll in postsecondary education;

                        (ii) enroll in postsecondary education in the same field or major as the                                secondary education tech prep students were enrolled at the secondary                                    level;

                        (iii)complete a State or industry-recognized certification or licensure;‘‘

                        (iv) successfully complete, as a secondary school student, courses that                            award postsecondary credit at the secondary level;

                        (v) enroll in remedial mathematics, writing, or reading courses upon                                    entering postsecondary education.

(c)     The number and percent of postsecondary education tech prep students who—

                        (i) are placed in a related field of employment not later than 12 months                               after graduation from the tech prep program;

                        (ii) complete a State or industry-recognized certification or licensure;

                        (iii) complete a 2-year degree or certificate program within the normal time              for completion of such program; and

                        (iv) complete a baccalaureate degree program within the normal time for                             completion of such program.

 

The contractor will work with Cal-pass and local districts to report information as required by the Act.
