CCCAOE Board Report

Central Region VP

Barbara Whitney, CCCCO, is looking for locations to host a Bidders’ video conference in April 2005.  Sue will forward email to colleges.

 

CCCAOE Board asked for input regarding interest in  Asilomar as a future CCCAOE conference location.  Responses:  too isolated, no where to go but beach if no car, rooms not that great, there are other sites in Monterey that would be better, okay if for roundtable or retreat environment.

Fall 2005 conference will be held in San Diego.  Call for presentations will have a mid-May due date.

CCCAOE Awards:  Board looking to make nomination process more user-friendly.  Will discuss further during annual planning retreat.

AB1417 passed by consultation.  Performance standards are tied to funds.

Regional collaborative.  Gary advised group to be prepared for discussion on this topic.  Think about new and emerging issues you can’t handle that could be handled regionally.

Teresa announced $20M Tech Prep Model

EWD BCP: $15M a year for 4 years.  This did not make it in the January budget.  They are still working on it.

RFAs to be released in April 2005 for 17 Centers and Initiatives.  Some will be for competitive bid.  Term for these grants will be 18 months, beginning January 1, 2006.  Existing Centers will receive a 6 month renewal to Dec. 30, 2005.

Teresa reported that new Chancellor is trying to obtain funds for initiatives.

EWD Conference announced.  Conference to be held April 19-21, 2005 in Irvine.  Check www.cccewd.net for complete information.

 

CCCCO Report

Frank announced his retirement, scheduled for October 2005.  He introduced Jeanine Schulmer as new Project Monitor for the Central Region.  She has 25 years with the CCCCO.

Title I-C for 2005-2006 will be posted March 7, 2005 and DUE April 27 or 28, 2005.  Allocations will be posted on college face sheet.  When colleges submit MIS data to CCCCO, they forward to Dept. of Social Services.  Frank commented that the Dept. of SS is in flux and it is likely we will not secure contract with DSS.  CCCCO will take college data, look at major shifts and adjust.  Staff is trying to come up with fair way to distribute funds. This is probably the last year project will be funded in this manner.

Title I-C has been redesigned.  Colleges do not have to submit 4B’s.  Some forms are being eliminated.

Frank verified for Kim Perry that final report will be in summary format.

Title 1B:  It appears that funds will be the same as last year for Industry Collaborative and Advisory Committees.  Tech Prep will be funded at about the same as last year ($68K)

Dept. of Corrections and Youth Authority will be combined. Inmate education in the state prison system is one of the issues.  Goal is to offer degrees/certificates.

Committee has been formed (CSU, UC, CCCCO, DOE, EDD) to come up with inmate education program.  Major problem is related to support structures for inmates.  Dept of Corrections and CCCCO very supportive of this program which is still in its infancy.

RFA in draft form now  (Correctional Officer Training) for 3 grants totaling $300K each.  Best project will be used as a model.

Kathy Schrader (Hartnell College) asked about training of nurses to work in correctional facilities.  Frank responded that he would find out.  Kathy indicated that professional development opportunities for correctional officers to become psych techs exists.

Frank reported that new fiscal agent is needed for special populations’ advisory committee.

Transition to Independent Living Workshop

John described TIL program and extended invitation to region to participate in 3-hour workshop on April 14, 2005 to learn what goes on.  UCLA is talking with them about duplicating the program.  Program assists students with developmental disabilities to complete degrees/certificates and secure employment.

Workshop will provide information on funding sources for program, strategies for  recruiting professors, and more. 

Announce TIL workshop to LA area.  Sue to send email to region and to statewide special populations list serve contacts.

Gary announced that region has funds available to conduct follow-up SLOAC trainings sub regionally.

Economic Development SUMMIT Roundtable

 

Follow-up from September 2004 Summit

Gary Mendenhall began by stating that we will ask group to decide if funding of a 2005 Ec Dev Summit is a priority for the Region.

Kathy Schrader, Director, RHORC, reported that she collaborated with Carole Goldsmith at West Hills College on a psych tech program.  Together, they wrote to an $800 K grant to apply for the Governor’s Discretionary Funds.  If funded, they hope to bring a psych tech program to the King City Education Center in Monterey County.

Larry Dutto, Vocational Education Dean at COS, reported that the WIB person he brought to Summit was recruited to Reedley College from the WIB.  He and STC person have been working together ever since Summit.

Larry also report on meeting he hosted in Visalia with funding provided by regional consortium.  Thirty people were invited.  27 people participated.  Participants represented WIB staff , not WIB Board.  The WIB helped facilitate event with their people.  It was a very successful activity, and Larry is working on planning follow-up activity.  WIB is very receptive.  Agenda for next event will be to let the WIB know what CC’s do best.  Employers will be invited.

Susan Scaffidi, Director, WpLRC at Bakersfield College, reported that Summit provided opportunity for them to work with Modesto on Work Keys and Key Train.

Work Keys had problems.  Key Train is alternate program which requires three-year license to conduct Pilot.  Now they are working with Key Train.  MJC and Bakersfield are looking at ways to offer a regional approach.  Modesto is working with Columbia, Delta and Merced.  Bakersfield College is working with other region colleges.

Susan provided handouts on Pilot Project and advised colleges interested in this model to talk to her.  More time to discuss is needed.  Time during retreat is needed.  Larry Dutto suggested continuing discussion at WIB his next WIB meeting.

Bakersfield College

The nine centers around the state are focusing on Environmental Scanning; process looks for unique opportunities that we might otherwise overlook.  They started with the Regional Economies Report by looking at construction and manufacturing.  John reported that they have found that within manufacturing for the central region, there are many high growth industries with one being food.

89% rate for manufacturing is an important industry in 8 counties in the region.

Manufacturing projections expected growth of 10% between 2001 and 2008.  There are higher skilled jobs with fewer employees.

Food shows 8% growth.  Compared to state, these are good numbers.  The next step will be to validate this data with the industry.  An internal scan of region colleges will follow with suggestions of a strategic opportunity.  Target date is June 30, 2005.  A lack of skilled labor force is imperiling manufacturing.  John reported that they will also identify skill sets for occupations.

Early Intervention Assistant Program Assistant, TOP Code 1305.  m/s/c unanimous endorsement.

Application received from West Hills College Lemoore requesting endorsement of:

Early Intervention Assistant Program Assistant, TOP Code 1305.  Application submitted to lead vocational education administrators with request to vote via electronic ballot on April 8, 2005.  Program unanimously endorsed via electronic ballot on April 8, 2005.

 

Gary Mendenhall to sign original applications for  West Hills College Coalinga and West Hills College Lemoore.  Applications will be mailed to each campus’ lead voc ed dean by Sue Clark.
