Break-Out Sessions Report

Summit Retreat  -  Harris Ranch

Summary of the Morning Session:

Morning Presentations: Essential features of working models—

From Modesto Junior College:

  • A “champion” at a high enough level of college administration to promote collaboration between related programs.
  • Recognition that programs are related—eliminate the silos.
  • Regular communication between principals in related programs.
  • Focus on the project goals—serving the community—not on individual program needs.

From the RHORC (Regional Health Occupations Resource Center):

  • Identification of common skill needs in an occupation.
  • Identification of employer demand for workers (e.g. operating room nurses)
  • Collaborating with employers (hospitals) to provide training, placement
  • Effective use of technology (distance learning) to stretch resources, create uniformity
  • Effective combination of for-credit academic programs with employer specified training (i.e., adjusted schedules, modified curriculum)

Summary of Survey Findings:

  • Community colleges are recognized for doing an excellent job, but far too many potential customers and customer representatives (industry associations, chambers of commerce, etc.) remain ignorant of what we do.
  • Time (scheduling constraints) and costs are barriers employers face with regard to accessing training services of any kind, including ours.
  • Basic skills, workplace ethics (including professional behavior, communication skills, ability to work with others [teamwork], attendance, attitude), direct job skills and computer skills were almost universally identified by employers as immediate and future needs for the workforce, and present significant opportunities for the colleges.
  • The ability to promote and sell our services is what is underdeveloped and possibly absent on some of our campuses.

Break-Out Sessions: Overcoming Barriers and Solving Problems

Each session included an overview from an Economic and Workforce Development Program representative regarding services available through the regional centers. Participants then used that information, plus any relevant information from the morning session, to discuss current opportunities, barriers and other conditions influencing their ability to promote their programs and connect with customers, especially employers.

Regional Centers and Short-Term Funded Programs:

Follow-up Actions

As a result of participation at the Economic Development Summit, we commit to exploring partnerships with the following departments or Economic & Workforce Development programs and to take the following actions upon returning to our colleges or programs:

Project Name:  CUSTOMER SERVICE PROJECT-SMALL BUSINESS FOCUS

(Merced College and Modesto Junior College)

Description:  Project will meet the highest need reported for the region (customer service), project will provide valuable resources that small businesses could otherwise not access, project will be part of a CERTIFICATION process, and may be tied to curriculum.

Revenues:  FTES and/or Fee-based

Roles:  Merced will provide core curriculum and Train the Trainer opportunities, Modesto Junior College will replicate model and focus on SBDC

Partners:  SBDC (external), Chambers of Commerce (external), Instruction (internal), and Student Services (internal)

Potential CLIENT partners:  Community Services Agency, Hospitals, Banks, and Malls

Resources:  A Jonae (innovative, motivated instructor as champion), College of the Siskiyous model (for internal and external marketing suggestions), goal of 15 FTES production, assigned load (for instructor), and negotiated space (with Chamber)

 

Assignments & Timelines:

2.  Approve Curriculum through committee -           JANUARY 2004

3.  Run project -                                                         FEBRUARY 2004     

We understand that we are not committing resources of our colleges or programs and that this is a personal commitment to continue the efforts begun at the Summit.

Topics of discussion were:

The group agreed on Customer Service Training as the area of focus.

Regional Jobs Initiative (Fresno and Clovis) – 8 industry clusters – What role will FCC play?

Initiative goal—30,000 jobs in 5 years for the area in the following areas: Information Technology, Water Resources, Tourism, Health, Manufacturing, Logistics/Warehousing, Construction.

Opportunities:

  • There is a FCC administrator on each industry cluster team
  • Training is an essential component of this project
  • FCC already has substantial resources to contribute to the Information Technology, Tourism and Health clusters

Barriers:

  • Not clear what is needed for remaining clusters—Water Resources, Logistics/Warehousing, Construction, Manufacturing

Next Steps/Issues to Resolve:

  • Working with Reedley College (e.g., Water Resources cluster perhaps better handled by Reedley)
  • Working with Cal State Fresno—referred to Catherine Swenson for technical assistance
  • Learning more about what is needed—referral to Center of Excellence for marketing assistance
  • Catherine Swenson to provide guidelines for subcontracting between different districts, between a college and a regional center.
  • Need help finding training program for a Community Health Aide position (Bilingual/VESL health)
  • Confer with WpLRC for curriculum and training assistance—VESL
