CCCAOE Board Report

Gary Mendenhall

VP Central Region

Gary reported that the 2004 Fall conference will be held in Long Beach and that the Board is looking to hold the 2005 Spring Conference in Sacramento.  The spring conference will be a joint conference with either EWD or CIOs.

Workforce Leaders Institute is being held April 28-30 at the UCLA Conference Center at Lake Arrowhead.  Flyers distributed.

Changing the CCCAOE mission statement is under discussion by Board.

Gary asked participants send him lists of websites they usually visit, so these sites can be linked to the CCCAOE website.

Peter Davis, Statewide Initiative Director for Alternative Fuels project, wants to know what he can do for you at your site.  Gary will send out a call asking that colleges respond with needs to Peter.

Gary will send out reminder that he would like most frequently used website addresses emailed to him.

Strategic Planning Meeting

Gary reported that Hazel Hill, Larry Dutto, and Harry Gossett joined him on March 3 for this planning meeting.

Discussed concept for creating a process for the region to share resources.  This will be an effort to do something that helps all and hurts no one. 

Include discussion of this topic at Annual Planning Retreat in June.

CCCCO Report

Ron Selge, Dean

405 funding is tentative.

Tech Prep should be flat funded.

The State Plan has run out, but colleges will be required to something in the form of additions to existing plans.  The US DOE continues to give direction to the White House, and it looks like we will need to respond to four new areas on 1C and Tech Prep applications:  Locals will be asked to provide a brief statement to answer the following:  1) ESEA:  How does Career and Technical Education work to achieve ESEA Standards? 2) Return on Investment:  How will money be used to build high wage/high skill jobs and provide family supportable wage?  3)  Articulation; 4) How funds will be directed to high quality programs.

They are looking to 1-2 paragraphs to answer each question with no right or wrong response.

Dates for 2004 Title 1C will be out in two weeks.

Tech Prep is a renewal.

DOE interagency agreements had been frozen but were just released.

The White House is proposing competitive grants for 2004-2005 VTEA.

Funding for State Advisory Committees and Regional Consortia to be renewed for 2004-2005.  CCCCO is still discussing what will be given to collaborative projects.

Apprenticeship & Workers’ Comp Reform:  This is a hot issue.  Sponsors of Apprenticeship Programs want to “dump” workmen’s comp costs onto Local Education Agency (LEA).  Ron stated that those costs need to be assumed by employer.

Economic & Workforce Development (EWD) Report

Contract Education – North

EWD is working on a statewide marketing effort to establish a “brand” for CC.

Talk to your WIBs regarding “No Worker Left Behind.”  Involves 12 skill areas. 

EWD Summit to be held March 23-24, 2004 in Sacramento.  The primary focus will be on:  1)  New marketing/branding; 2) advocacy & outreach; 3) RFA changes

EWD 2002-2003 Annual Report will be released soon.

New RFA’s due March 16, 2004:  4 leadership initiatives and a Support Services grant.  It is anticipated that IDRCs and JDIFs will be released by the end of March.  If previously approved, but did not receive funding, you will need to reapply.  If previous score was less than 90, fix and reapply.

 

Region Economic Development Summit Follow-Up

 

Susan Scaffidi, Director

Workplace Learning Resource Center, Bakersfield College

Susan reported that the Summit provided participants with the knowledge of better access to more resources.  She sited that Peter Davis is working with Porterville College and industry partners to develop alternative fuels program.  WPLRC will provide basic skills.

Susan encouraged participants to contact the WPLRC if you need curriculum.

The Center of Excellence is offering $1,000 mini-grants to colleges in the region for the purpose of hosting an industry event.  Susan needs to know by the end of March which colleges are interested.  She needs to know what college intends to do, and how.

Hazel Hill reported that one outcome that has resulted from the Summit is that MJC and Delta are hosting a Customer Service Academy March 12-13, 2004 at Delta College.  They have opened up the training to college staff.

Robert Cannell reported that Reedley College was awarded a grant for health care.

The CACT at FCC is helping with Reedley facility.

Harry Gossett reported that Merced College is developing a “Thrive and Survive in the Workplace” curriculum.

An 8-hour pre-employment workshop surveyed businesses.  They have prepared a video discussing with employers what they want in an employee.

Statewide Advisory Committee

 

Dr. Hazel Hill

Hazel reported that this advisory committee is working to make VTEA easier to understand and to work with, i.e., developing a more ‘user friendly’ format.

Handouts provided two versions of a letter that was sent to WIAs (letter to encourage working together as a group)

Hazel agreed to send Advisory Committee Agendas to Sue for distribution to region.

Special Populations

 

Joint Statewide Advisory Committee

(JSPAC)

 

Sue Clark, Coordinator

JSPAC is offering workshops this spring that focus on understanding the learning needs of each special population group.  Career Guides and booklets covering specifics for serving each group are provided in workshops.  Workshop length is 3 hours.  Time can be reduced based upon region needs/interest. (Workshop description handout provided.)

Sue to send out email to determine interest in workshop for Central Region.

Handout provided outline of training.  Gary asked if there was interest in Region.   It was decided that we would request input electronically.  Mike Cuchna indicated he would host training at Merced College.
