VTEA Q & A Session

Notes from Q & A Session:

Clarify use of new TOP codes:  New programs are to be submitted with new codes, but when reporting for VTEA, use old TOP codes. 

RFA Tech Prep funding was released on 5/4/2004.  Not all managers present received the email announcing release.  Allocations are reduced.  They are due on May 31, 2004.

Question:  Is it a possibility that Program Approval will be changed to approval at the local level rather than at CCCCO?  Gary Mendenhall indicated that he would take this question to regional chairs meeting with CCCCO staff on May 24, 2004.

Final Report forms are still being revised and will be released to the field soon.  (Estimate week of May 10, 2004) Sections 2 & 3 of parts A and B will be completed but kept by the district.  Part C is to be submitted to the CCCCO.  A narrative session has been added.   Respondents are to comment on the effectiveness of the four year plan.

Frank commented that there is a new part of the final report.  Colleges will need to complete 2003-2004 pages and identify where they are in completing plan.  Each entry should be a 3 or 4.  If activity was completed in the past, enter a 4.

Question:  What if program is started, but college cannot complete it due to unforeseen circumstances? 

Response:  Look around at what things you are doing without VTEA funds that would meet requirements.  Use Section C to explain that program was started with best intentions, problems encountered and discontinued, etc.  State reasons.

If college is not going to meet the 8 requirements, there is a good chance the CCCCO will recover the funds.

All will be asked to complete the matrix.

On the 2004-2005 application:  If you want to continue funding programs you already completed, go ahead and continue to fund to enhance program.  If you want to add TOP codes, go ahead, but activities need to be completed in one year.

Frank clarified that you cannot use VTEA funds to build or improve real property.

Frank reported that both houses are working on a piece of legislation for vocational education that is exclusive of No Child Left Behind (NCLB).

SPECIAL POPULATIONS WORKSHOP followed lunch.  Workshop presented by Laurie Harrison and Elizabeth Wallner on behalf of the Joint Special Populations Advisory Committee.
