CCCAOE Board Report

Fall 2003 conference is scheduled for October 15-17, 2003 at the Doubletree, Ontario.  Door prizes are needed.  Contact Sue Clark is you have door prizes to donate.

 

Economic Development Summit -

Planning committee members announced the upcoming Economic Development Summit:  PULLING TOGETHER-SMART Moves for Challenging Times, to be held at Harris Ranch in Coalinga, November 13, 2003.  The Central Region will reimburse travel expenses for all attendees, as needed.

Save-the-Date post cards distributed to all in attendance for dissemination to campuses.

Summit is an effort to bring together vocational education and economic development entities to look at ways to collaborate in the future.

Planning team encouraged all to promote participation and bring a team from their college. (Complete summary of purpose and goals posted to Agenda link on this website.)

 

Center Reports:

Center of Excellence

Suzanne Lewis has resigned from Bakersfield College but will work for COE on a contract basis. 

The COE offers a 20 hour customer service training package, a 20 hour consultant sales package, and an interviewing/testing package.  The VESL curriculum distributed last spring is also available.

They are willing to schedule train-the- trainer sessions if people are interested.  Contact Susan Scaffidi.

Susan shared a survey she developed that will be administered in advance of the Economic Development Summit to solicit input from industry, associations, and boards on service needs.   It is intended to provide us with an update of previously surveyed information. Susan asked that the names of business contacts be forwarded to her.  It was suggested that this survey could be used as a marketing tool.

 

 

Health Careers at West Hills College Lemoore – Cynthia Davis

Cynthia Davis reported on a very successful health careers partnership that began 2.5 years ago between West Hills College Lemoore and the Department of Mental Health to train psychiatric technicians.  Developed in an effort to meet future health care staffing needs of a facility scheduled to open in 2005, the program just received state accreditation and graduated their second class. In addition, a regional nursing collaborative with Bakersfield College, Porterville College, and West Hills College provides a unique opportunity for students to pursue health careers in this rural area of the state.

 

Statewide Advisory Committee Report:

Special Populations, Sue Clark

The Central Region assumed fiscal responsibility for the Joint Special Populations Advisory Committee in July 2003.  Working with partners representing industry, K-Adult education and community colleges, this committee will host a joint statewide professional development event February 24-25, 2004 at the Double Tree Hotel in Sacramento.  An in-depth study of issues related to economic disadvantage that affect recruitment, retention, placement, and training of vocational education students will be presented.  In addition, attendees can expect workshops focused on self-sufficiency models and successful practices for serving students who are members of special populations.  Free resources will be available for educators.  Visit the www.casp.cc website for complete details.

Motivational posters to promote non-traditional career choices are available in eight different languages via the JSPAC office at Columbia College.  Contact Sue Clark.

 

CCCCO Report:

Project Monitor

Frank announced that voc ed and tech prep entities at the CCCCO have been combined into one unit with Ron Selge as Dean.  Staff changes will be announced at CCCAOE.

Title IB funds:  They will know status after November BOG meeting and will be able to release information after that point in time.

TOP Code Book:  There is a draft of a TOP code book that will be coming out in October. 

The CCCCO is looking into electronic reporting for the future.

Possible 14% reduction in staff at CCCCO.  This is up in-the-air due to recall.

Extension of funding is  approved for 2004-05.

 

Regional Consortia Chairs Meeting with CCCCO Staff -

Dona Boatright encouraged regional consortia chairs to use regions meetings to review program approval process.  Region Protocol is posted to www.crconsortium website.

Questions and discussion pertaining to certificate programs with fewer than 18 units was discussed. 

Any program with fewer than 18 units DOES NOT need to be sent to the region for endorsement UNLESS the college wants it counted for completions.  Certificates less than 18 units do not need approval, BUT if college wants them counted, they need to have them approved.

The question, “How do we account for certificates of fewer than 18 units?  How do they get inventoried at the state level?” 

Gary Mendenhall will to ask LeBarron (CCCCO) for clarification following input from voc ed deans.

Small Business Association (SBA)

 

Kim asked if more funding were to be made available for the LVN to RN program, would the colleges want it.  Responses:

“Yes, it needs to stay there.”

“If more money means serving more students, no, we can’t serve more students.”

“It is not an issue at Fresno City College.  Faculty want nursing program to remain small for quality.”

Region rep from UC Merced will be at CCCAOE Fall 2003 conference and is tentatively scheduled to attend Central Region meeting on October 16, 2003.

Hazel Hill announced that the SBDC in Stockton is in another region.  They are now under the direction of the Chico SBA.

 

VTEA 8 Session

Frank began session by providing handouts to identify each of the VTEA 8 categories and explaining about required and permissive activities.  Many of the permissive activities are very close to the mandated activities.

He stated that there is a potential to have to repay funds if all areas not met.

The LEGAL form that is available is a good tool.  Frank agreed to email it to each college to verify accuracy.

If met with other funds, or did something across programs, college can say requirement has been met.
