CCCAOE Board Report:

Central Region

 

Gary began report by stating that he would like to lead a discussion during this year’s annual planning retreat regarding his replacement as central region VP to the CCCAOE Board.  Gary’s current term ends in June 2008.

 

Asked for input regarding what participants think CCCAOE should do about LEGISLATIVE ADVOCACY.  Discussion followed.  Concerns expressed regarding the demise of vocational education at the CCCCO and the changing role of the regional Centers.  Susan Scaffidi stated that, “Centers are to build capacity.  They are to run parallel.  Centers should be providing supplemental services to what colleges do.”  There needs to be a concerted effort between CCCAOE and EWD toward advocacy.

Recommendations included:  involve employers, contact staffers in field offices, invite legislative staffers to advisory boards; Centers need to communicate with colleges.  That message should be negotiated at the Board.  Prepare papers to distribute to staffers.  Include statements from employers who have benefited from our products.

Comments regarding disappointment with Quick Start grant process expressed. There were many suggestions from the field given to CCCCO that did not happen.  “We weren’t invited to participate.”  One person recommended that Board force self.  Mechanisms for getting feedback into the CCCCO have diminished.  The fact that colleges without Centers were not able to get Quick Start funds was a primary concern expressed.  The Research and Accountability Task Force saw the Quick Start RFA draft, but it changed drastically by the time it came out. We need to do things as a region.  Kathy Schrader said the RHORC is willing to help the region write the RFA.

It was suggested that CCCAOE designate association funds to hire an advocate/spokesperson.

SUMMARY OF ADVOCACY RECOMMENDATIONS:

Make a concerted effort to unite EWD & Voc Ed.

Hire a vocational education leader.

Prepare papers to go to staffers with statements from employers.

Develop ways to be more involved in decisions.

Focus message via one vehicle.

Kim Perry noted that the time is NOW because of the budget process.  We need to identify ways to be proactive on the voc ed issue between now and the time when the budget passes. 

Kathy Schrader suggested a BLOG to identify someone to lead and to track things that do with voc ed.

We need (Kim) to identify what we need to do to regain our visibility in CCCCO and with people who set policy in statute.

RECOMMENDATIONS for FUTURE MEETINGS:

  1. Legislative day at Capitol.
  2. Working in partnership (Hazel sees at least 1/3 of the same people at similar events) Need to partner our conference with other conferences.
  3. Distance Education
  4. New Managers/Leadership:  suggestion to make this a pre-conference event.  Bring person you are mentoring.

SPEAKERS FOR FALL 2006:

  1. Bring Walter Di Montava back!
  2. Behind the scenes tour of Disneyland (Hazel has contact.)
  3. Workshop outlining current legislation for voc ed.
  4. Ways to meet the complexity of fed regulations and develop a process that is not a nightmare.
  5. Two reps from every region

Statewide EWD Program Initiative Update

CTE REPORT:

Jeanine distributed March 2006 CTE Update and Risk Management Assessment & Monitoring Procedures.  To ensure the most efficient and effective program administration and maximize “return on investment” with monitoring efforts, the CTE Unit developed procedures to conduct Risk-Based Monitoring.  Handout outlines procedures in the areas of:  audit reports, expenditures, performance measures, and final report.  Additional risk factors are identified in handout.

Foreign Travel:  New form available on CCCCO Web site.  Requires that applicant justify why travel could not accomplish same outcome if within US.  CIO must approve.  CCCCO vice chancellor to approve also.

EWD REPORT:

March 2006 EWD Program News distributed.  Electronic version to be sent to region list serv next week.

RFAs will be released by the end of the month.  Each EWD Center to receive an additional $25K.

Reminded participants to visit the EWD web site for Getting It Done newsletters.

Suggestion:  Have someone look at BOG agenda items on a regular basis.

Workplace LRC Report

Susan announced the availability of a new product, Command Spanish.  Product information distributed.  Bakersfield College WpLRC is now a designated Licensed Official Registered Provider for Region 5.  They are able to provide:  Certified trainers for contract work; train-the-trainer for secondary certification of your personnel; textbooks; technical support for your program-curriculum development; and marketing assistance.  Command Spanish can be offered through contract education, or for FTE, depending on your clients’ and your college’s needs.  Possible uses include:  addition to a VESL training program; as an adjunct to an existing career/technical training program; as a stand-alone contract education offering; as community education.  For more information, contact Susan at sscaffid@bakersfieldcollege.edu

In November 2005, Hazel volunteered to provide representation to a statewide committee being formed by the Secretary of the Dept. of Veterans’ Affairs, Secretary of the Dept. of Labor, and EDD.  It is anticipated that many veterans will be released into the San Joaquin Valley and that job-training opportunities be identified.  (Twice as many veterans will be released to southern end of region, as many of this area’s young people ended up serving in Iraq.)

On May 4, 2006, the Hire Heroes, Hire Vets Job Fair will be held at the Kings County Fair Grounds in Hanford. WIA funds to cover cost.  There is no cost for colleges to participate. Colleges will be asked to have a presence to talk about available programs and enrollment for returning vets.  An application will be forthcoming.  Hazel reported that the committee was very impressed with www.training4me.com Web site.  It has been linked to the Office of Veteran Affairs Web site.

Susan shared promotional materials (post card and ad) with region and asked for input.  Hazel Hill said that the CCCCO logo should be on each promotional piece.

Susan stated that there is interest in advertising the Web site and asked for input as to the best way this might be accomplished.  Sue Clark to send email to region to ask for input, as many college PIOs should be involved in this discussion. Susan asked if there were other sources, trades, and broadcast outlets to target.

Limited Funding Opportunity

Region Work Plan Activity: “Support regional meetings/workshops for CTE and EWD initiatives to promote collaboration and linkages between local WIBs that will encourage local community college participation in the One-Stop system.”

$800 offered to each of the four subregions to host an event to support this work plan activity.  Interested administrators are to contact Gary Mendenhall or Sue Clark.

SUGGESTED TOPICS FOR ANNUAL PLANNING RETREAT:

  1. Review of Legislative Issues.  Develop a regional response to those issues, i.e., our input into the System, pending vs. stand-alone courses.
  2. Work Plans for Center Projects.  Ask Centers to display their work plans and present their work.
  3. Quick Start Funded Projects-Models that can be replicated quickly.  (People in region should be reading these grants.)
  4. Voc Ed partnering with Centers.
  5. College collaboration.  Let’s decrease the competition!
  6. Green Deans/New Managers (only one in support at this time.)
  7. VTEA:  Follow-up to reinforce VTEA 1C changes.
  8. Talking Points:  Develop List for Legislators
