Jeanine provided June 2006 CTE Update. Jeanine’s Comments:
Perkins is being reauthorized so the state plan is being rewritten.
West Ed is conducting a survey, and it is important to respond as
survey information will be used by committee to rewrite the State
Plan.
Reauthorization: They are getting ready to appoint the conference
committee. Michael Brunstein is confident we will have a bill by time
the session ends.
VTEA Title 1C applications are in the process of being approved.
Reminder: Application has to be substantially approvable when
submitted, so they can be approved by 7-1-06.
Payment process is changing. Payments to colleges will now be based
on reimbursement of actual expenses. If quarter report deadline is
missed, college will have to wait until next quarter to receive
funding. IMPORTANT!!! This new funding rule is in place because the
USDE received an audit exception.
Larry Dutto of COS asked how many teachers currently serve on the
Statewide Academic Senate. Response: Currently, no vocational
faculty serve on this committee. There is a need to encourage vocational faculty to become involved in the statewide academic senate
so their voice is heard. |

Economic & Workforce Development (EWD)

Teresa reported that the Annual EWD conference will be held at the
San
Francisco Hilton - Financial District, from February 27 -
March 1, 2007.
Also, Readers are needed for EWD grant applications. Those interested
should contact Teresa.
Bakersfield
College will not be reapplying for the Center of Excellence, so that
grant is open to other colleges in the Region.
STEPHANIE LOW will replace Charlie Klein (Program Approval) at the
CCCCO. Her contact info is as follows:

Economic & Workforce Development Initiative (EWD)
Catherine Swenson, Statewide Director, Contract Education - North |
Regional Centers will see an increase in the new budget.
Center of
Excellence
(COE) in Region V is open for competitive bid. Modesto Junior College
has expressed interest in applying for this grant. If other colleges are interested
in applying, let Catherine know. The COE is instrumental in conducting
regional studies.
The EWD tagline is changing to Economic and Workforce Development
thru the California Community Colleges. This change is being made
to show business and industry that the community colleges are
responsive. Message conveys a broader meaning.
Train the Trainer sessions for
Merced
College’s
Customer Service Academy AND Thrive and Survive in the Workplace
curriculum are available. If you are interested in this training,
contact Catherine or the Workplace LRC at
Merced
College
(Vince Vincelette).
SYSTEM STRATEGIC PLAN: Elaine Gaertner has been recruited by Jose
Millan to be involved with the Strategic Plan. Information will be
emailed to Sue Clark for dissemination to the region. Go to

Advanced Transportation Technology (ATT)

Roger reported that they are working with Valley Can. They
conducted a Tune In/Tune Up
event in an effort to remove gross polluters from the road.
They sponsored a VEHICLE RETIREMENT (of gross polluters)
program at FCC. Response was overwhelming with 300 vehicles retired.
$500 coupons for repairs were given to those who brought in a vehicle.
FCC was forced to turn people away! Roger will provide phone number
to report gross polluters.
FCC is working on setting up a Motor Cycle Repair Program. Roger is
working with Ed Knudson and Susan Scaffidi at
Bakersfield
College. The program should be in place by the Fall 2006.
Roger demonstrated the Fuel Miser and involved retreat participants in
the process. The Fuel Miser works to reduce dependence on oil-based
fuels. It can convert used vegetable oil into glycerin. |

Center:
The essential mission of the
Bakersfield
Center is basic skills instruction. They also
offer Work Keys and command Spanish.
Centers can provide technical assistance and can subcontract to
provide services.
Basic skills is noted in the Strategic Plan. A 2005 study on skill
gaps identified basic skills, general literacy and science literacy
as gaps.
The bar on basic skills is being raised.
Susan distributed her Center work plan, and asked that participants let
her know if they saw anything they wanted added to the plan.

Center:
Accent reduction classes are offered at Castle AFB;
A fast track T-10 certification – Toyota – is offered as fee based.
Also offer food safety and handling training (ServSafe)
Center offers Job Readiness Training for Merced County. |

Gary Mendenhall began discussion by referencing Construction Summit
Action Plan (handout) and asking about Summit expectations. Are
outcomes to be accomplished in a collaborative mode or by individual
colleges? Questions raised: Are we going to do something with the
Action Plan? Is there going to be closure to previous summits? Are
we ready to go to the next stage?
RESPONSES:
Delta (Hazel) – "Yes. We demonstrated to industry that we have a product to address their
needs."
West Hills (Carole) - "Summits have been very beneficial for West
Hills College. There has
been movement on construction. West Hills can do presentation to show
what has been accomplished.
Fresno
(Marilyn) - "Summits limit people who can attend when topics are specific.
Also, general topics
bring her to regional meetings/events." Marilyn stated
that she wants to see the return of general meetings.
Gary Mendenhall, Chair, responded that Region has moved to a value added
concept for meetings/events. If a general meeting is planned, you
have to do something that is a hook for others. Gary asked if
participants would come to a general meeting.
Agenda would still have a topic but not industry specific.
RESPONSES:
Sarah Greene (Merced) - "Summits opened eyes. We need the nuts and bolts of VTEA.
We need a fair shot at VTEA dollars. There are some local needs
everyone should be paying attention to."
Gary:
"Central Region Consortium grant specifications require us to
conduct a minimum of six (6) Region meetings each year. If we want an Economic Development
Summit, we need to set up a work group to plan the event. A Summit would be above and
beyond the six required meetings. Do we want to replace one of the six with a summit?
With regard to the Construction Summit,
I see a few things to
revisit."
Gary
asked if there is there value in sending another letter to industry
(as a follow-up to the Summit) to
tell them what we are doing now.
RESPONSE: Yes
Gary
wants someone key in the area to write the letter.
In response to Marilyn’s comment asking for the return of general
meetings, Larry Dutto stated that the panel
discussion held at the Construction Summit offered
much more than just industry specific information to us. (Note:
Many of the workforce needs addressed by the construction panel echoed
what we heard from the food manufacturing panel and from other
sources. These needs are directly related to "soft
skills" and applied classes for vocational students.)
General topic meetings can include Summit outcome topics. |

CCCAOE Report

Gary
encouraged colleges to submit nominations for awards from Central
Region.
There is a large reserve in the CCCAOE budget. Because of this, the
Board has decided to increase the quality of program, i.e., speakers.
They may also give some scholarships for faculty.
CCCAOE
will maintain a $100,000 reserve.
Gary
stated that there is a need to have a Regional Consortia chair on the
CCCAOE board. Board has agreed to keep a regional chair as a liaison.
Email will be sent out for you to nominate a legislator for
recognition (award) during the spring 2007 conference. They are
looking for someone in the state who has had a long term, positive
impact. |
