System (Chancellor’s) Office – Jeanine Schoemer,
Project Monitor

Carole
Bogue-Feinour, has been appointed Vice-Chancellor
of Academic Affairs for California Community Colleges. Prior
to her retirement in August 2005, she was the vice president for
academic affairs at Monterey Peninsula College.
·
Governor
Schwarzenegger signed AB 1646 (Liu) on October 7, a measure that, among other actions,
authorizes California Community College (CCC) districts to exempt
college students, who were displaced as a result of Hurricane
Katrina, from nonresident tuition.
·
On
September 27, at Pasadena City College, Governor Schwarzenegger
signed important legislation (SB
70 – “Scott”) expanding California schools' vocational
education programs that equip students with essential skills and
experience to prepare them for various careers in today's
demanding job environment. It provides $20 million for grants to
local middle school, high school and community college
partnerships to rebuild and enhance CTE programs.

Governor
Schwarzenegger has directed $30
million of WIA funds to 19 community college nursing programs
over the next five years. The
Notification of Intent to Award the Nurse Education Initiative for
ADN - RN Programs under the WIA Governors' Discretionary Fund has
been posted to the CO website at http://www.cccco.edu/divisions/esed/cte/grants/nursing/nursing.htm

Perkins
reauthorization:
Funding has
not yet been re-approved. A
Joint California Department of Education/California Community
College Chancellor’s Office State Plan Steering Committee has
been formed, but has not yet met, to lay the groundwork for the
development of a new State Plan.
The Steering Committee, comprised of select staff of the
two agencies, has proposed that prior to the preparation of the
State Plan, a Statewide Needs Assessment must first be conducted.
Both the Needs Assessment and the State Plan Preparation
projects will be supported by yet-to-be-named outside contractor(s).
Input from career technical educators and other stakeholders will
be vital during both the Needs Assessment and State Plan
preparation processes. More information about these projects will
be forthcoming in future updates.
It
appears that this will be another automatic renewal.

Tips
regarding
making
VTEA Title IC Budget Changes:
-
You may
make changes to any budget category amounts without the
approval of the Project Monitor so long as:
°
budget categories are not added or deleted,
°
the total dollar amount of the Grant is not affected
°
the outcomes of the Grant will not be materially affected.

The
most common need for budget changes that require Project Monitor
approval is you
wish to zero out funding to a category or add funds to a currently
unfunded category.

Please keep
in mind that to avoid audit problems:
°
Project Monitor approval must be received prior to
expenditure. In other words, Budget
changes CANNOT be approved in arrears without an out-of-compliance
notation.
°
No
budget change or amendment may be made after June 30th
following the period for which the funds were appropriated.
°
Extensions
of time are not allowed beyond June 30th of the year in which the
funds were awarded.

California
Joint Special Populations Advisory Committee (JSPAC) – Elizabeth
Wallner, JSPAC Consultant
Elizabeth
announced 2005-2006 workshops being sponsored by the JSPAC and the
Leadership Training - Careers
Have no Gender, Success has no limits –
February 22-23, 2006 – Sacramento.
Flyers were distributed. Visit the Joint Special

for conference agenda and registration information. Sue Clark will distribute workshop flyer and facilitate the
scheduling of it for the Central Region.
Hazel Hill and Stephanie Atkinson-Alston expressed interest
in hosting a workshop.
C.
Economic & Workforce Development Program Report
– Kay Ferrier
The
EWD Program 2006-07 Expenditure Plan was
approved by the statewide EDPAC and goes the Board of Governors
for approval. The plan also includes a $15 million
augmentation request to help the community college system
become more market responsive in workforce development efforts,
using guidelines developed by the Office of Vocational and Adult
Education (OVAE) in their publication "The 21st
Century Community College."
The proposal draft has three components: (1) Responsive Incumbent Worker Training Fund;
(2) Capacity Development; and (3) Strengthening Centers and
Initiatives.
Another
important issue they continue to work on is EWDP's ability to look
at strategic advancement, alignment and review. This
includes providing information on trends and training needs, as
well as processes for the EDPAC as to how to guide our own
Program's development.
For
a list of Strategic Initiative studies currently being conducted,
contact the EWD Program unit at the System Office.
There
will be a new vice chancellor for the EWD Program Unit.

E.
Insurance Certificate Development – Jane Thompson, Solano
College.
Jane announced model curriculum project for insurance and
provided handout listing development aspects of the project.
Electronic version will be distributed via region list
service. The
curriculum is free to the colleges.
If you have faculty who are interested, Solano College has
funding via a grant to support development of the certificate
statewide.
