One topic was added to the meeting agenda.  Dr. Hazel Hill added discussion of the Tech Prep Regional Coordination Project.

System (Chancellor’s) Office Reports

Career Technology Education

Jeanine Schoemer, Project Monitor for the Central Region Consortium, provided two handouts, The CTE October 2006 Update and the Career Technical Education Unit, October 2006 Report.  She asked meeting participants to review the October 11, 2006 memo from Jose Millan, Vice Chancellor, on the subject on Payment of Perkins Allocations.  There has been a change in the reimbursement process.  If quarterly reports are not received by the System Office by the due date, colleges will have to wait until the next quarter for their funding.

To receive a copy of these handouts, contact Sue Clark at clarks@yosemite.cc.ca.us.

System Office Report

Economic & Workforce Development Unit

Teresa Parkison, Specialist, provided EWD Program Update.  She announced that they are redoing the online data collection system and anticipate that it will be up and working by November 1, 2006.  The EWD program also anticipates online reporting for quarterly financial reports.

Higher Education & Workforce Development Work Group Action Plan Report

George Boodrookas, Dean of Community & Economic Development, Modesto Junior College, and Carole Goldsmith, Director, West Hills Community College District, reported.

George Boodrookas provided background on work group activities and stated that objectives of the Work Group are vital to the Central Valley.  He provided a copy of the Strategic Action Plan for each meeting participant. In addition, George presented a letter the Work Group has drafted to Governor Schwarzenegger.  The letter applauds the initiative taken by the Governor to establish the California Partnership for the San Joaquin Valley and offers the support of the community colleges in the Central Region.  George asked the Region to review the letter and to endorse it.

A MOTION was made by Larry Dutto, Dean, College of the Sequoias, to support the letter on behalf of the colleges of the Central Region Consortium.

Discussion followed.  Harry Gossett commented that a letter from separate groups might be more effective than one from the Central Region.

SECOND.  Motion by Harry Gossett, Vice President, Merced College.

Unanimous approval.

George encouraged all to watch the activities of the Partnership.

Hazel Hill asked that the names of other work groups be posted to the Web.  George agreed to send the information to Sue Clark.

George Boodrookas to send the names of the other work groups to Sue Clark.  Sue will post to region Web site.

Gary Mendenhall to Sign letter to Governor Schwarzenegger.  George Boodrookas to mail letter.

Tech Prep Regional Coordination Project RFA

Hazel Hill, Dean, San Joaquin Delta College

Dr. Hill discussed San Joaquin Delta College’s intent to apply for the DOE Tech Prep Grant.  RFA specifications require only one application from each region.  Dr. Hill asked campuses to contact her with regard to the RFA.  Meeting participants indicated support for San Joaquin Delta College’s application. George Boodrookas, Dean at Modesto Junior College, asked that Dr. Hill work with their campus Tech Prep director.  She agreed.

George Boodrookas stated that Modesto JC is in the process of asking their curriculum committee for the acceptance of applied math and reading for understanding courses.  If courses pass curriculum, George would like to share what they did and what was approved with the Region.  They are trying to create a model similar to the once that was approved statewide for retail management several years ago.

Hazel Hill asked that we look at WorkKeys in curriculum for both short-term and non-credit courses.  George Boodrookas stated that several colleges are already moving in that direction.

Larry Dutto asked that the Region get together.  He asked that we have a profiler for each campus at the June Planning Retreat.  Conversation should start with Work Ready Certificate.  Committee formed.  Committee member names listed in follow-up column.
