Center of Excellence for Region V-Central

Utilizing the Services of the Center of Excellence & Uncovering Data Resources

Michelle Marquez, Director for the Economic & Workforce Development (EWD) Center of Excellence for the Central Region, provided participants with tools they can use and a 'real time' activity that to target data for their college.

Participants learned how to scan a variety of resources to obtain current data for grant applications, accreditation, and building instructional programs!

 WELCOME and INTRODUCTIONS – Gary Mendenhall, Chair
  • Gary provided overview of retreat purpose & goals.  He shared a history of the region and why we come here to create the work plan activities together.  He stated that the function of the Consortia is to make what we do work for the colleges in the region.  The function of the Consortium is to facilitate.  We need to make this work for the colleges.
  • Review of Work Plan Accomplishments for 2007-2008 (handout)
  • Develop Region Priorities for 2008-2009 – Handout provided with work plan objectives.  Teams worked together to address objective elements and recommend activities.

Chancellor's (System) Office Reports:

 

Career Technology Education (CTE) - Jeanine Schoemer, Project Monitor & Program Specialist

Report Elements:

  • The May Revise was not revised in the CTE area.
  • The Joint Policy Council put together a blue ribbon committee to discuss CDE / CCCCO split of funds.
  • The five year plans are quite challenging w/out core indicator information.
  • The 2007-2008 core indicator info should be available in July

 

 

Economic & Workforce Development (EWD) - John Prentiss, Specialist

 

  • Kay Ferrier’s vacant position (dean of EWD) may not be filled until the State has a budget. In the interim, Jose Millan is running the EWD unit directly and supervising staff.
  • Jack Scott will be the new chancellor in January 2009.
  • The Senate and Assembly have approved the budgets.  They are now going thru the process to reconcile differences. 
  • John- handout information on projects.
  • The Regions could have a lot more influence on CCCCO.  They need to be more aggressive.  It will help the system office to identify priority areas.
  • COMMUNICATION to EWD advisory committee is important.  Each region has a CEOon EDPAC to represent their region.  EDPAC members need better communication to prepare them for EDPAC meetings.
  • Ben Durand is the Region V CEO on EDPAC. He has an influential voice on this committee. 
  • Gary Mendenhall agreed to talk to Ben about region priorities.  (Merced College)  John noted that there seems to be a disconnect and important issues are not coming to EDPAC.
  • John was asked if the rural scanning grants will come out again.  Response was yes.
  • Group agreed to invite Ben Duran to come to a regional meeting.  We need to send our priorities out to Ben with a cover letter from the region.  It was suggested that Ben address the group at the next CCCAOE meeting.
  • EWD is considering a strategic review on for the biotechnology and multimedia initiatives.
  • John asked how the System office could put together better requirements for RFAs.  A policy group could be created.

Send a letter to Ben with a listing of region priorities.  Ask Ben to attend CCCAOE region meeting to address the group.

Regional Reports - Centers & Special Projects: Centers for International Trade Development (CITD),    Jeanette Benson, Director at Merced College
  • Candy Hansen retired from the Fresno CITD. 
  • Fresno has MOU to bring inbound delegations to feature businesses
  • There has been a lot growth in international since 9-11. 
  • The CITD has been partnering with some of Chambers.  Many representatives have been to Chinato begin working with the US Embassy in Chinaand many companies.  This group is going to Costa Rica, Jan 28-Feb 23, 2009.
  • The CITD Initiative now has a HUB to manage their web site.
  • The NASBITE INTERNATIONAL CONFERENCE was held in April in San Diego.  Out of this group came global educator.

Workplace Learning Resource Centers, Susan Scaffidi, Director at Bakersfield College and Vince Vincelette, Director at Merced College

  • Susan reported that she is getting ready to renew the Command Spanish license for the region and would like to know if the colleges want the Center to renew the license. 
  • Susan announced that she is archiving curriculum/ there are two for a Job Readiness Academy– 40 hours and Supervisory Skills – coaching / time management – facilitator guides included.  These are ETP eligible.
  • Susan would like to schedule a train-the-trainers session.  She needs suggestions on what are good times to do the training.
  • Travel stipends will be available.  It was suggested that it would be best to do this training right after school is out.  If it is done in July, advance notice for faculty will be needed.

Merced Center:

  • Vince reported that the Merced Centerhas move to 630 W. 19th Street Merced.  Phone 209-386-6733, Fax 209-386-6793.  Web site is www.mccd.edu/wplrc/
  • The Merced College Career Advancement Academyhandout was distributed.  This is a pilot community based organization offering high-risk youth training for work in construction.

Regional ETP Project Update - Susan Scaffidi, Bakersfield College

  • Susan reported that Bakersfield College wrote the Regional ETP contract two years ago.  It is for anyone in the Region to use. The contract ends Dec. 31, 2008.  This means that all training has to be completed by September 2008.  Only a few colleges have participated.  Susan asked if there was interest in another Regional Contract with ETP.  It was suggested that they narrow it.  A revised contract would include energy  There is also a skills transfer initiative  
  • Question:  What were barriers to using the ETP contact?  It seemed very specific, and it was not flexible enough.  There was a lot of paperwork.  A lot of paperwork was eliminated for businesses but not the colleges.  Larry Dutto suggested that they conduct a train-the-trainer at the colleges.

Joint Special Populations Advisory Committee Report (JSPAC), Sue Clark, JSPAC Co-Chair

  • Sue reported that she will conclude her two-year terms as JSPAC co-chair on June 30, 2008 and that Diana Avila of Southwestern College will be the new community college co-chair.
  • JSPAC annual conference is planned for December 3-4, 2008 at the Holiday Inn Capitol Plaza Hotel in Sacramento.  Online registration is available via the http://www.jspac.org web site.  There is no registration fee, and travel expenses up to $250 per person will be reimbursed by the JSPAC on a limited basis.
  • Sue toured the JSPAC and NAPE websites and talked about the relationship between the two groups.  She reported on her attendance at the NAPE conference in Washington, DC and discussed the NAPE STEM grant that was awarded by the NSF.

Small Business Development Center (SBDC), Gillian Murphy, Director, San Joaquin Delta College

  • Gillian provided a Power Point presentation to highlight the services of the SBDC and explained that the Center provides a prepaid service similar to out public libraries.
  • Gillian announced the Young Entrepreneurs project (YEP) for students, ages 16-27 years old.
  • SJ DELTA has the EWD SBDC HUB and wrote for the grant for the SBDC Initiative director.
  • Currently, there are three SBDCs in the Central Region at Hartnell, Delta, and Bakersfield.

Regional Health Occupations Resource Center(RHORC) Valerie Fisher, Director, Hartnell College

  • Valerie provided a Handout with information about this regional center.
  • Monterey Peninsula College is working to promote men in nursing.  Several male students are enrolled in the fall program.
  • Simulation is the current wave of educating nursing students.  It is used in very beginning of the training and in advanced courses at the end of training.
  • $65K will be spent to purchase a simulator)
  • Valerie encouraged the group to think about collaborating with community health partners.  Hospitals will have the money in the long run to keep up with simulators.  The Center at Hartnell College can provide an in-service on how to use simulator.
  • Valerie’s new email is vfisher.rhorc@yahoo.com
  • Valerie will be the RHORC HUB director.  She will help the next college get up and going.

Advanced Transportation Technology & Energy Initiative (ATTEi), Roger Teschner, Center Director, Fresno City College

  • Roger provided a handout and information about Center activities.

Career Pathways Web site Development – Larry Dutto, College of the Sequoias

  • A generic statement is needed about each campus. Sue will collect this information and send to Larry Dutto.
  • Each college can choose what they want on each page for their college, to include photos and text.
  • We need to link this site to the Consortium site and to Tech Prep and Career Pathways.
  • Use this site for curriculum and articulation agreements.
  • Career pathways start with middle school and leads to employment.
  • Larry will send us a template from his tech prep meetings to use. 
  • As we evolve career pathways, those will be posted to this site.  It will be aligned with state career pathways.
  • Sue will be the primary contact.  Need description of each college with a link to college home page.  This information will be up on the Web by March 2009.  Face book, second life (South Coast region).  Idea: Hire consultant to create a buzz.  Jill Stearns, Porterville Collegerecommended that college student body president be involved.  Students today want things that are authentic

Identifying Innovative Practices in Workforce Education - Bob Cumming, Statewide Director, EWD Workplace Learning Initiative
  • Strategic Plan B7 – Bob reported that he is working to collect information for a data base that addresses the needs referenced in Item B7 of the CCC Strategic Plan.
  • Bob provided a template he had prepared to gather data and asked for input.  He indicated that their recommendations would be incorporated into the form and it would be distributed to them via the Regional Consortia list service.  He will send an email to Sue Clark with a link to the revised form.  He is looking for innovative programs, assessment programs, and best practices.
  • An additional $200K has been allocated to start developing new programs / pathways to help train faculty in contextualized learning.  One will be with academic senate and basic skills initiative.  For the last 15 years, the Work Place Learning Resource Centers have been doing contextualized instruction.  Gary noted that, “We want to make that more and more of our instruction. Basic skills faculty will give training on how they contextualize training.
  • Bob provided a handout entitled that was prepared by one of the Center Directors, Valerie Corrigan, on contextualized basic skills.

  • Biotechnology CenterDirector for Region V, Josie Sette, was introduced by John Prentiss, & Josie Sette, Director, HolonCollege.  Josie reported on the services she will offer the Region as the Center Director and asked how she could best serve the region.
  • Program Approval - Voting for Pending Applications from Columbia College, San JoaquinDelta College, Others

Faculty Entrepreneurship Project, Mike Foudy, Principal, Academic Project Solutions

  • Forty-six colleges have been invited to participate in this project.  To date, twenty-four champions  have been identified for Phase
  • Phase II will serve the remaining 52 colleges.  The “Champion” assignment is to participate in the training and be part of a network to sustain it.
  • Mike’s project is funded the training in April 2008.  A Coffman Foundation person conducted an April 2008 training.
  • Donna Duffy of Johnson CountyCommunity College has a best practice in entrepreneurship curriculum that is being shared.
  • A training session is planned for November 20, 2008.  It follows an entrepreneurship conference the Governor is hosting.  The goal of the training is to develop systems and methods.
  • The Tulare County Office of Education hosts a does competition with Edison (Randy Wallace)
  • Educes have a youth entrepreneurship program.

REGION PRIORITIES FOR 2008-2009

 

Number 1:  Applied Contextual Academics (25 votes – MAJOR event!)
  • Marilyn Behringer will take lead.  Work group to organize will be:  Larry Dutto, Carole Goldsmith, Gary Mendenhall, Rick Christl, and Sue Clark.
  • This priority received 28 votes from Retreat participants as number 1 on the list of workshops to conduct.
  • Ed Knudson stated that Bakersfield Collegehas done work in this area and could recommend some models.  He has people who could help make it happen.
  • Do we want to visit models or work in teams?  Do both?  Larry stated that a show and tell would be good.  Have each share what they are doing so there is a starting place.
  • The committee will make the decision on date and place.  BassLake was recommended.  Larry Dutto said it could be done in Visalia – Holiday Inn.  Others supported Bass Lakeas it would be a place where attendees can’t escape.
  • Middle of the semester would be best for a date.
  • Is there value in sending invitations to Basic Skills people?  Response:  Send invitation to deans.
  • May consider follow-up activity to visit best practice sites.  (Larry Dutto – Visaliahas a model to share.)

NUMBER 2:  MARKETING /ADVOCACY: ( 13 votes)

Task Force:  Gillian Murphy, Larry Dutto, George Boodrookas, Hazel Hill, Susan Scaffidi, Gary Mendenhall, John Prentiss, Jeanette Benson

  • Work with CCCAOE via Hazel Hill to get something going statewide.  CCCAOE has legislative advocate. We need to advocate for system office branding for CTE and EWD.
  • Task force to get together with statewide PIOs
  • Start with a task force to find out where everyone is on this topic.  Identify implications that might help CCCCO structure things better.
  • Do we want this to be employer driven/student driven?
  • COMMENTS: Marilyn -We don't want students out of high school thinking Defry.  We don’t want our businesses to think the same thing
  • There should be no silos between EWD/CTE.
  • How do we serve our customers?  How do we follow thru on our campuses?
  • Ed Knudson commented that they relate to what is in their backyard.
  • How can we use what we have learned and resolve some of the marketing issues we have described?
  • The volunteer TASK FORCE will define what is needed.
  • A conference call will be set up by the Consortium to discuss.
  • Region list service will be used to communicate information to the region
  • Task force will contact PIO group, develop a marketing strategy, communicate with high schools and WIBs, EWD Initiatives, Branding System of CTE, businesses.

NUMBER 3:  Alternative English/Math Graduation Requirements – Competency Exam (8 votes)
